China: NMPA releases draft regulations specifying the responsibility for entities to ensure cosmetics quality and safety

Regulations on Supervision and Administration of Enterprises in Implementing Entity Responsibility for Cosmetic Quality and Safety were released for public comment by the China National Medical Products Administration (NMPA) on November 29, 2022. All interested parties have until December 9, 2022, to send their comments.  The draft Regulations spell out who is responsible for the quality and safety of cosmetics, highlight the responsibilities of key positions related to the quality and safety of cosmetics, and make it clear who can be punished for certain kinds of wrongdoing and when punishments can be reduced or waived.
