In Nigeria, Cosmetic Products are regulated under the National Agency for Food and Drug Administration and Control (NAFDAC) Act CAP N1 (LFN) 2004 and other related Legislations and accompanying guidelines. According to the provisions of the Act, Cosmetics Products shall be manufactured, imported, exported, advertised, sold, or distributed in Nigeria, unless they have been registered with the NAFDAC.

To proceed with cosmetic registration in Nigeria, an applicant for a manufacturer outside Nigeria must file evidence of Power of Attorney from the manufacturer, which authorizes them to speak for their principal on all matters relating to the latter’s specialties. The original Power of Attorney should be notarized by a Notary Public in the country of origin and submitted to the NAFDAC or the Contract Manufacturing Agreement: Notarized by a notary public in the country of manufacturer.
